On Behalf of our client, Manpower is seeking to recruit a Quality Control Manager.
Responsibilities
- Assist the Head of Supervision and Senior Managers in the strategic direction of the Supervision Section to ensure the effective implementation of its supervisory functions.
- Compile and implement an annual plan in relation to quality checks performed on supervisory work carried out by the Supervision Section and its agents, including quality checks on AML/CFT compliance examinations carried out on subject persons and compliance examination reports issued to subject persons, and the implementation of corrective action to address shortcomings identified from quality checks carried out.
- Oversee the operations of the Quality Control team to ensure adherence to the quality control plan and provide guidance and direction to the team in implementing such.
- Ensure that the Supervision Sections internal policies, agreed working practices and standards are well documented and effectively communicated and that any policy documents, procedures and working papers are developed and duly updated as may be required from time to time.
- Provide internal training on supervision-related policies and procedures.
- Coordinate with Managers within the Supervision Section to ensure that supervisory work details are duly recorded for statistical and information sharing purposes.
- Liaise, coordinate, and cooperate with various Competent Authorities including the Malta Financial Services Authority/Malta Gaming Authority/Sanctions Monitoring Board/the National Coordinating Committee for the Prevention of Money Laundering and Funding of Terrorism/ Malta Police and others as may be required from time to time.
- Ensure consistent and adequate coordination and cooperation with other local and foreign supervisory authorities including the coordination and planning of colleges and communication with the European Central Bank and the European Banking Authority on the respective portals.
- Assist in the compilation of questionnaires and assist in other tasks related to evaluations and assessments being undertaken by various local and international bodies such as the EU, Egmont, MONEYVAL, FATF, amongst others.
- Participate in Committees and contribute to discussions on the results of compliance examinations.
- Represent the company at international meetings, fora, and workshops.
- Provide support during company ad hoc projects, including the company strategy project.
Requirements
- Candidates are required to hold a University Degree (NQF Level 6) in law, banking and finance, financial services, insurance, accounting, auditing, statistics, or economics. Additionally, applicants should possess a minimum of six years of relevant experience, with at least two years in a senior-level role.
- Applicants should be proficient in the laws that govern the prevention of money laundering and financing of terrorism in Malta and relevant international standards and EU legislation;
- Familiarity with the sectors in which subject persons operate, such as financial services, gaming and other regulated sectors;
- Outstanding written and verbal communications skills in English, as well as proficiency in the use of Microsoft Office and office automation tools.
- Applicants should be able to show a track record of technical competence, efficiency, leadership, ethical responsibility, and diligence.
- Experience in audit is considered an asset.
